September 2025 Report

During September 2025, the situation in Sudan continued to deteriorate alarmingly amid the escalation of violations against civilians and the expansion of armed conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF).


Field observations by the Youth Citizens Observers Network (YCON) indicate that the pattern of violations has increasingly become linked to areas of military control by each party, where authority is exercised excessively and outside any legal or effective oversight framework.

A clear administrative and operational division has also emerged between areas under SAF control and those held by the RSF. YCON observers reported sharp disparities in foreign exchange rates, a visible contraction in commercial activity across agricultural states, and an almost complete halt to banking operations in conflict zones.

Displacement continues, particularly in areas experiencing intense violence in Kordofan and Darfur, while reverse displacement flows from some Sudanese states back toward Khartoum have also been observed.


Several states—most notably Khartoum and Al Gezirah—have witnessed a rising spread of dengue fever, with additional cases reported in Sennar and Gedaref states. This has raised serious concerns about a potential large-scale outbreak given the limited health response capacities and the absence of preventive spraying programs and community awareness campaigns.


The following is YCON’s September 2025 Situational Report, compiled by YCON observers stationed across all Sudanese states. It highlights the social, economic, and political implications of the conflict, as well as trends in displacement and refugee movements, and the conditions of displaced persons and refugees in camps, in addition to the state of health and education services during the period from August 27 to September 26, 2025. The report concludes with our recommendations, as youth, to contribute to resolving the Sudanese crisis.
